On 5 May 2026, ENVI and ECON Members held a joint exchange of views with the Commission on the implementation of the EU Taxonomy Regulation. Discussions focused on both the results of the sector-specific workshop series on the technical screening criteria, as well as two draft delegated acts.The EU Taxonomy Regulation establishes a common classification system for environmentally sustainable economic activities, aimed at improving transparency and guiding investment decisions. The Commission has been conducting a systematic review of all the Taxonomy's technical screening criteria, in particular the 'do no significant harm' criteria. As part of the review, a reality check in the form of a series of workshops was held in the second half of 2025. During the exchange of views, Members had the opportunity to enquire about the results of these workshops. Attention also turned to two draft delegated acts published in March 2026, proposing amendments to the Climate and Environmental delegated acts. The aim of these delegated acts is to address identified implementation challenges by clarifying and simplifying technical screening criteria. On 15 April 2026, the ENVI-PECH (CJ59) Committee voted on amendments and on the mandate to enter into interinstitutional negotiations on the proposal empowering France to accede to the Inter-American Convention for the Protection and Conservation of Sea Turtles. The Commission presented its proposal on 17 November 2025 following a request submitted by France on 4 February 2025. The Inter-American Convention for the Protection and Conservation of Sea Turtles is an intergovernmental treaty in force since 2001, which has 15 contracting parties and provides a legal framework for countries in the Americas to protect and conserve sea turtle populations and their habitats. The Convention promotes conservation measures based on scientific evidence, including fishing techniques and equipment, and requires compliance with international obligations such as CITES. As the matter covered fall under the EU's exclusive competence, France requires authorisation from the Union legislator before acceding. The Commission considered the accession consistent with EU policy on the protection of marine biological resources. The file was jointly attributed to the ENVI and PECH Committees, with a simplified procedure applied. A single compromise amendment confirming the accession has been agreed. On 15 April 2026, ENVI Members considered the draft opinion on the proposal establishing the European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security for the period 2028–2034. Presented as part of the next Multiannual Financial Framework (MFF), the proposal aims to streamline several EU funding instruments into a single national and regional partnership plan for each Member State. The draft opinion focuses on ensuring that the Fund becomes a driver of resilience and sustainability. It proposes to anchor climate neutrality, biodiversity restoration and the "One Health" approach as core objectives, while strengthening the consistent application of the "do no significant harm" principle and avoiding investments that could undermine environmental goals. Particular emphasis is placed on a prevention-first approach, accountability and transparency in climate and biodiversity spending, and the integration of health considerations, including to prevent zoonoses and antimicrobial resistance. The rapporteur also highlighted the need to preserve the strategic role of the LIFE programme within the new structure and to strengthen urban resilience through dedicated greening frameworks. On 16 April 2026, the European Court of Auditors (ECA) presented their Special report 11/2026 "Innovation Fund - High potential, but slow progress and little impact on emissions reduction" to the Committee on Budgetary Control, and to the Committee on the Environment, Climate and Food Safety. The Innovation Fund, financed through the EU Emissions Trading System and expected to be allocated up to EUR 40 billion for 2020-2030, is central to the EU's goal of cutting emissions by 55 % by 2030 and achieving climate neutrality by 2050 by scaling up clean technologies. However, the European Court of Auditors finds that its potential is held back by slow delivery. Despite efficient project selection and strong integration in the EU funding landscape, its impact remains limited due to delays, cancellations, unspent funds, overlap risks, and modest early emissions reductions. The Commission is therefore called on to establish a structured analysis to guide the allocation of resources, accelerate the deployment of funds and improve project assessment while addressing delays and cancellations.Source : © European Union, 2026 - EP
On 27 April 2026, ENVI Members held an exchange of views with the Chair of the Committee on Ecology of the Parliament of Montenegro. The dialogue focused on the challenges faced and the efforts made by the country in the context of the enlargement process, in particular under Chapter 27 on environment and climate change. The exchange follows a proposal from the Chair of the Committee on tourism, agriculture, ecology and spatial planning of the Parliament of Montenegro to strengthen cooperation with the ENVI Committee in the framework of ongoing accession negotiations. Montenegro, considered a frontrunner candidate country, aims to close all negotiation chapters by the end of 2026 and join the EU by 2028. The discussion focused on Montenegro's progress in aligning with EU environmental and climate legislation, as well as the remaining challenges in key areas such as waste management, nature protection, water quality and air quality. On 4 May 2026, ENVI Members considered the amendments to the proposed EU budget tracking and performance framework for 2028–2034. The Commission proposal, part of the future MFF, establishes a single framework for tracking EU budget expenditure and performance across programmes. This includes rules on monitoring, the application of horizontal principles such as "Do No Significant Harm" and gender equality, and a 35% climate and environment spending target, alongside programme-specific benchmarks. Overall, 550 amendments were received, focusing on several aspects of the framework. For instance, some amendments aim to refine indicators and introduce stricter conditions to better link funding to measurable outcomes, while proposing to reclassify spending toward more appropriate categories. On 4 May 2026, a study assessing the Commission’s 2028–2034 MFF proposal from a climate and environmental perspective, prepared by the Policy Deparment, was presented by its authors. Building on previous MFF cycles, it analyses spending architecture, targets and tracking methods, highlighting risks to transparency, accountability, and effective delivery. While maintaining a 35% spending target, concerns arise over reliance on national plans and weaker safeguards. The study provides a comparative analysis of how climate and environmental funding has evolved across recent MFF cycles, examining changes in programme design, spending priorities and implementation practices. It further evaluates the proposed governance framework, focusing on the implications of increased flexibility and plan-based implementation through National Reform and Performance Plans (NRPPs). Particular attention is given to risks affecting biodiversity spending, the application of the "do no significant harm" principle, and the robustness of monitoring systems. The study also raises concerns about the phasing out or reduced visibility of dedicated instruments and their impact on policy coherence. Based on these findings, it formulates policy recommendations, especially on improving expenditure tracking, strengthening safeguards and enhancing the performance framework in areas where ENVI provides an opinion.Source : © European Union, 2026 - EP
On 2 June 2026, the ENVI Committee is organising a public hearing on the EU Emissions Trading System (EU ETS), titled “EU ETS: Current Performance and Pathways for the Future”. The hearing will focus on the current functioning of the EU ETS, its role in delivering cost-effective decarbonisation, and possible directions for its future development in light of the EU’s 2040 climate target. The hearing will provide an opportunity for an exchange of views with eight stakeholders from industry, civil society and research institutions across two panels: the first focusing on the current performance of the EU ETS, and the second addressing possible next steps for its revision and implementation. On 23 June 2026, the ENVI Committee is organising a public hearing on circular economy, with the title “Less waste, more value: Towards an EU Circular Economy Act”. The hearing will focus on the current legislative framework on circular economy, the lessons learnt and possible ways forward, as well as how to support innovative approaches and deliver on implementation. The hearing will provide a unique opportunity for exchange of views with eight stakeholders from civil society, academia and industry on the challenges and opportunities linked to the upcoming Commission proposal for an EU Circular Economy Act, expected in September 2026.
