On 22 June 2026, ENVI Members will hold an exchange of views on the draft resolution that will serve as the mandate for the Parliament's delegation to the UN Climate Change Conference (COP31), which will be held in Antalya, Türkiye in November 2026. The next day, ENVI Members will vote on the questions that will be submitted to the Council and the Commission for oral answers ahead of COP31.The 31st UN Climate Change Conference (COP31) will take place in Antalya, Türkiye, from 9 to 20 November 2026. In preparation, ENVI drew up questions to the Commission and Council for oral answers and will discuss its draft resolution which will be finalised over the course of the coming months. The COP31 resolution, to be adopted in autumn, will serve as the mandate for the Parliament's delegation to COP31. Key issues of this year's conference include raising ambition in the next round of updated national climate plans (NDCs), delivering on the new climate finance commitments and identifying new and innovative sources of public and private finance. Additional priorities include advancing the Global Goal on Adaptation, as well as and fully capitalising and operationalising the Loss and Damage Fund. The summit will also keep on the agenda the just transition away from fossil fuels alongside forest protection, indigenous rights, and the rules for global carbon markets under Article 6. On 23 June 2026, ENVI Members will consider the draft opinion by the rapporteur Nicolás González Casares (S&D) on the European Biotech Act, proposed by the Commission on 16 December. The proposal establishes a framework to strengthen the Union’s biotechnology and biomanufacturing sectors, particularly in health. The file was referred to SANT and ITRE as responsible committees, with ENVI and JURI as opinion-giving committees.The draft opinion seeks to balance innovation with consumer protection, environmental safety and scientific integrity. The amendments include novel foods within the regulatory sandbox and modifications on exemptions from GMO requirements for Advanced Therapy Medicinal Products by requiring applicants to provide a justification rather than relying on self-declarations. The draft opinion deletes the proposed extension of supplementary protection mechanisms, considering that it lacks a proper econometric impact assessment and that innovation should rely on regulatory flexibility and scientific responsiveness rather than prolonged protection of specific products. The opinion also promotes targeted incentives for zoonotic vaccine development and introduces safeguards on EFSA governance, including scientific independence and separation between advisory and assessment functions.Source : © European Union, 2026 - EP
On 23 June 2026, ENVI Members will vote on the ENVI opinion on the Commission proposal for a revised Trans-European Network for Energy Regulation (TEN-E), adopted on 10 December 2025 as part of the European Grids Package. The file was attributed to ITRE as lead committee, with ENVI as opinion-giving committee.The proposal aims to support the timely and efficient development and interoperability of resilient energy infrastructure across the EU. Energy network infrastructure is presented as crucial for EU competitiveness, security of supply, the energy transition and decarbonisation. The revision seeks to address shortcomings in the current TEN-E framework, including insufficient alignment of infrastructure projects with EU energy and climate objectives, slow implementation of cross-border projects, permitting delays, difficulties in cost-sharing, and growing physical and cyber-security risks. It builds on the Draghi report, which called for simpler permitting and administrative procedures and a more coordinated strategic approach to cross-border infrastructure development between the EU and Member States. On 23 June 2026, ENVI Members will vote on the draft opinion on the proposal establishing the European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security for the period 2028–2034. Presented as part of the next Multiannual Financial Framework (MFF), the proposal aims to streamline several EU funding instruments into a single national and regional partnership plan for each Member State. The draft opinion seeks to ensure that the Fund becomes a driver of resilience and sustainability. It proposes to strengthen delivery on climate, environment, and biodiversity objectives, including through a prevention-first approach and to support a just transition which is safeguarding competitiveness. Regarding key provisions relating to the Common Agricultural Policy (CAP), the ENVI text wants those treated in the CAP Regulation and suggests their transfer, while adding text on sustainable farming practices. In addition, the opinion calls for a consistent application of the "do no significant harm" principle, for preserving the strategic role of the LIFE programme within the new architecture and for strengthening the European Parliament scrutiny power on spending under the EU Facility. A total of 25 compromise amendments have been agreed at technical level, including three compromises that, if adopted, will be automatically incorporated into the ENVI opinion on the CAP Regulation. On 23 June 2026, ENVI Members will vote on a joint DEVE-ENVI report outlining Parliament’s position ahead of the 2026 UN High-Level Political Forum (HLPF) on sustainable development, which will be attended by a 10-Member delegation from 13-15 July. The report focuses on the implementation of selected Sustainable Development Goals under review during the HLPF and calls for renewed EU leadership and multilateral cooperation. The HLPF is the main UN platform for reviewing progress on the 2030 Agenda and its 17 Sustainable Development Goals (SDGs). This year, the theme of the 2026 HLPF is "Transformative, equitable, innovative and coordinated actions for the 2030 Agenda for Sustainable Development and its Sustainable Development Goals for a sustainable future for all". The SDGs to be reviewed in-depth are SDG 6 - ensuring availability and sustainable management of water and sanitation for all; SDG 7 - ensuring access to affordable, reliable, sustainable and modern energy for all; SDG 9 - building resilient infrastructure, promoting inclusive and sustainable industrialization and fostering innovation; SDG 11 - making cities and human settlements inclusive, safe, resilient and sustainable; and SDG 17 - strengthening the means of implementation and revitalize the Global Partnership for Sustainable Development. On 22 June, ENVI Members will consider a draft motion for a resolution objecting to a draft Commission Regulation concerning the restriction of lead in certain fishing tackle. Members will vote on the objection on 23 June 2026.The draft Commission Regulation would amend Annex XVII to REACH to restrict lead in certain fishing tackle with a lead concentration equal to or above 1% by weight. It includes derogations for fishing lures containing copper alloys with less than 3% lead and for split shot weighing 0.06 g or less, subject to spill-proof and child-resistant packaging. It also requires information to be displayed at physical and online points of sale and on packaging, while allowing Member States to maintain stricter rules. However, the objector argues that the measure raises concerns regarding legality, proportionality and the limits of the Commission's implementing powers under Article 68(1) REACH, notably in relation to labelling and point-of-sale obligations. He also questions whether the evidence base sufficiently justifies the breadth of the restrictions and whether alternatives are adequately available and technically suitable.Source : © European Union, 2026 - EP
On 22 June 2026, ENVI Members will hold an exchange of views on two draft reports concerning the temporary suspension of authorised representative requirements under several extended producer responsibility (EPR) schemes. The proposals, part of the Environmental Omnibus package, aim to reduce administrative burdens. The two Commission proposals, presented as part of the Environmental Omnibus package on 10 December 2025, would suspend until 1 January 2035 the requirement to appoint authorised representatives under legislation on batteries, packaging, waste electrical and electronic equipment, and single-use plastics. In her draft reports, the rapporteur proposes limiting the suspension to micro and small enterprises, reflecting their more limited administrative and financial capacity. She also clarifies that the measure should remain temporary pending the future review of EPR obligations under the forthcoming Circular Economy Act. In addition, the rapporteur proposes maintaining existing requirements for producers established in third countries, citing ongoing challenges related to traceability and enforcement outside the Union. On April 22, 2026, the U.S. Environmental Protection Agency (EPA) proposed a rule titled "National Emission Standards for Hazardous Air Pollutants: Crude Oil and Natural Gas Production Facilities and Natural Gas Transmission and Storage Facilities; Technology Review and Reconsideration." The EPA is extending the comment period on this proposed rule, which is scheduled to close on June 22, 2026. The comment period will now end on August 6, 2026, to allow additional time for stakeholders to review and comment on the proposal.
The Environmental Protection Agency is conforming the Emergency Planning and Community Right-to-Know Act hazardous chemical inventory reporting regulations to the Occupational Safety and Health Administration's Hazard Communication Standard amendments of 2012 and 2024. The Emergency Planning and Community Right-to-Know Act (EPCRA) and its regulations rely on the Occupational Safety and Health Administration's (OSHA's) Hazard Communication Standard for the definition of a hazardous chemical and for the categories of health and physical hazards that must be reported under the hazardous chemical inventory regulations. This action conforms the terminology used and information that must be reported on the hazardous chemical inventory forms to the Hazard Communication Standard amendments. As a result, this action improves first responder and community safety, reduces discrepancies and confusion, prevents interpretation burdens on facilities when using (Material) Safety Data Sheets to complete annual hazardous chemical inventory reports, and enhances clarity.
The U.S. Environmental Protection Agency (EPA) is amending the Code of Federal Regulations (CFR) to remove the provisions finalized by the EPA in a 2024 final rule titled "National Emission Standards for Hazardous Air Pollutants: Rubber Tire Manufacturing" ("2024 Rubber Tire Rule"). Under the Congressional Review Act (CRA), Congress passed, and the President signed, a joint resolution of disapproval of the 2024 Rubber Tire Rule. The 2024 Rubber Tire Rule promulgated first- time air emissions standards for the rubber processing subcategory of the rubber tire manufacturing source category. Under the joint resolution and by operation of the CRA, the 2024 Rubber Tire Rule has no legal force or effect, and the EPA thus is taking this final action to remove the provisions finalized in that rule.
