Highlights - Vote on the draft opinion regarding the Budget expenditure tracking framework - Committee on the Environment, Public Health and Food Safety

On 2 July 2026, ENVI Members will vote on the draft opinion to the proposed EU budget tracking and performance framework for 2028–2034. The Commission proposal, part of the future MFF, establishes a single framework for tracking EU budget expenditure and performance across programmes. This includes rules on monitoring, application of horizontal principles such as “Do No Significant Harm”, and a 35% climate and environment spending target, alongside programme-specific benchmarks. The draft opinion seeks to strengthen the environmental ambition, consistency and accountability of the Commission proposal, including adding an overall 10% biodiversity spending target. It calls for a more robust and harmonised application of the "do no significant harm" principle, and stronger monitoring, reporting and corrective action where targets are not met. It also enhances transparency and parliamentary oversight, reinforces the involvement of local and regional authorities, and promotes better tracking of environmental expenditure, including oceans and coastal communities. A total of ten compromise amendments has been agreed at the technical level. The simplified procedure of Rule 52.2 applies to this proposal. Source : © European Union, 2026 - EP

Highlights - Vote on the outcome of negotiations on the 4th Omnibus (midcaps) - Committee on the Environment, Public Health and Food Safety

On 2 July 2026, ECON, ENVI and LIBE Members will be invited to support the provisional agreement as regards the extension of certain mitigating measures available for small and medium sized enterprises to small mid-cap enterprises reached on 9 June 2026. The agreement introduces a harmonised definition of small mid-cap enterprises across the amended acts and extends a number of SME simplification measures to this category of companies. It also includes a review clause requiring the Commission to assess existing definitions of small mid-cap companies across Union legislation with a view to further harmonisation. Highlights - Exchange of views on ecodesign and sustainable textiles - Committee on the Environment, Public Health and Food Safety

On 2 July 2026, ENVI Members will hold an exchange of views with the Commission and the authors of the Joint Research Centre (JRC) preparatory study on textile products. The discussion will focus on the implementation of the Ecodesign for Sustainable Products Regulation, with particular attention to the sustainability of textiles.Discussions will address recent and forthcoming EU measures in this area, including the Delegated and Implementing Acts adopted by the Commission in February on the prohibition of the destruction of unsold apparel, clothing accessories and footwear. The rules aim help cut waste, reduce environmental damage and create a level playing field for companies embracing sustainable business models, allowing them to reap the benefits of a more circular economy. Members will also discuss the JRC preparatory study, expected to provide a basis for the Commission's assessment of possible ecodesign requirements, green public procurement criteria and revised EU Ecolabel criteria for textile products. The exchange will also allow Members to reflect on how these initiatives can support the objectives of the EU Strategy for Sustainable and Circular Textiles, notably by tackling fast fashion and textile waste, and by promoting textiles that are more durable, repairable, reusable and recyclable. Highlights - Joint debate on draft reports on the Environment Omnibus - Committee on the Environment, Public Health and Food Safety

On 2 July 2026, ENVI Members will hold a joint debate on two draft reports concerning Commission proposals to simplify requirements and reduce administrative burden in EU environmental legislation, including rules on industrial emissions, waste, batteries and environmental reporting.The draft report on the amending Directive modifies three directives to reduce administrative burden while keeping environmental rules workable. The rapporteur welcomes the Commission's approach and proposes further provisions on environmental management systems, permit flexibility and operators subject to equivalent third-party certified standards. The draft report on the amending Regulation covers two Regulations, including the Batteries Regulation, and targets administrative obligations with limited policy benefit. The rapporteur stresses that simplification is not deregulation and seeks to preserve the Union's climate and circular economy objectives while ensuring proportionate and technically feasible implementation.Source : © European Union, 2026 - EP

Highlights - Consideration of draft opinion on general EU budget for the financial year 2027 - Committee on the Environment, Public Health and Food Safety

On 2 July 2026, ENVI Members will consider the draft opinion on the general budget of the EU for the financial year 2027. The 2027 budget is the last annual budget of the 2021-2027 Multiannual Financial Framework (MFF). The draft opinion calls for the 2027 EU budget to maximise support for the Union's climate, environmental, biodiversity and sustainable food objectives. It prioritises climate action, nature restoration, pollution reduction, circularity, water resilience and food safety, while stressing the need to meet and transparently track climate and biodiversity spending targets. It also calls for additional funding for the LIFE programme, stronger support for a just transition and civil protection, and adequate resources for Commission services and EU agencies, including EFSA, to ensure the effective implementation of environmental and food safety legislation. Highlights - Vote on ENVI opinion on CAP implementation rules 2028–2034 - Committee on the Environment, Public Health and Food Safety

On 2 July 2026, ENVI members will vote on the draft opinion on the proposal establishing the conditions for the implementation of Union support to the common agricultural policy (CAP) for the period 2028–2034. The file has been attributed to AGRI, with ENVI as opinion-giving committee, led by the rapporteur Mr Seán Kelly (EPP, IE) in ENVI. Under the new MFF, CAP funding is included in the European Fund for Economic, Social and Territorial Cohesion, Agriculture and Rural, Fisheries and Maritime, Prosperity and Security. It will be managed through National and Regional Partnership Plans at Member State level, replacing the previous two-pillar system for CAP. The rapporteur for opinion calls for strengthening the EU's capacity to produce food sustainably, reducing dependence on imports often linked to higher emissions, longer transport distances and lower environmental standards. The rapporteur highlights continuity and financial predictability for environmental ambition through eco-schemes, generational renewal, and support for technology, digital tools and innovation. Compromise Amendments have been tabled on most provisions, including incentives for protein crops as well as ring-fenced funding for environmental measures, rewarding environmental protection.Source : © European Union, 2026 - EP

“실적 꺾여도 보수는 굳건”...국내기업 성과보상 연계 미흡 ‘여전’
