Ten years after its adoption, the European Commission has published an evaluation of the EU Animal Health Law. The evaluation and accompanying report highlight the positive impact that the legislation has had in tackling animal diseases, while also presenting areas for improvement.
The monthly report includes "non-compliances with fraud suspicions". Those non-compliances are not confirmed frauds but contribute alerting and triggering investigations by Member States competent authorities.
On 6 July 2026, ENVI Members considered the draft report on the targeted amendment to the Market Stability Reserve (MSR) Decision. The Commission proposal, presented on 1 April 2026, aims to stop the invalidation of allowances above 400 million in the reserve, allowing them to remain available as a buffer to support EU ETS market stability. The invalidation mechanism for allowances has resulted in the cancellation of 3.2 billion allowances, helping to restore the balance between supply and demand in the EU ETS. The Commission proposes stopping the invalidation mechanism so that more allowances can remain in the MSR, increasing its capacity to address possible market tightness from the mid-2030s onwards. In his draft report, the rapporteur does not modify the Commission proposal. However, the draft report should not be read as a starting negotiating position or as an endorsement of the proposal, but as the fulfilment of an institutional mandate allowing parliamentary work to proceed. The rapporteur considers it premature to adopt a definitive position before the wider ETS reform, currently expected on 17 July 2026. The draft report is therefore intended to open discussion, allow Members to table amendments, and avoid prejudging the substantive debate until the ETS Commission proposal is available.Source : © European Union, 2026 - EP
On 6 July 2026, ENVI Members voted on the ENVI report on the proposed Regulation establishing the Temporary Decarbonisation Fund. The Temporary Decarbonisation Fund aims to support certain goods produced in the EU that are at risk of carbon leakage. The fund would provide a short-term bridge solution, pending a review in the context of the forthcoming revision of the emission trading system (EU ETS) due in 2026. The fund would reimburse part of the carbon costs paid by EU companies but not by competitors abroad, with the support being conditional on demonstrated decarbonisation investments by the beneficiaries of financial support. The fund would be financed through Member States' contributions amounting to 25% of revenues from CBAM certificate sales in 2026 and 2027. A total of 679 amendments were tabled in ENVI. Following negotiations, 10 compromise amendments were put to the vote. Following the vote in ENVI, the plenary will vote on the Parliament's mandate in September in view of inter-institutional negotiations during the Irish Council Presidency.Source : © European Union, 2026 - EP
On 6 July 2026, ENVI Members voted on the draft opinion on the conditions for implementing Union support to the Common Fisheries Policy, the European Ocean Pact and the Union’s maritime and aquaculture policy. The proposal forms part of the 2028–2034 Multiannual Financial Framework (MFF). The file was attributed to PECH as the lead committee, with ENVI and BUDG as opinion-giving committees. The Commission proposal sets out the rules for accessing Union support for fisheries, oceans, maritime policy and aquaculture, to be implemented by Member States through National and Regional Partnership Plans (NRPP). It includes provisions on small-scale coastal fishing and exclusions from funding, for example, for operators responsible for serious infringements or offences under EU fisheries or environmental law. The ENVI opinion suggests six compromise amendments, also including fisheries-related definitions and interventions areas initially part of the NRPP. Additionally, the ENVI opinion seeks to ensure that Union support contributes to EU and Member State environmental and climate objectives, while helping fishers transition towards more sustainable, low-impact fisheries and aquaculture practicesSource : © European Union, 2026 - EP
On 6 July 2026, ENVI Members voted on the provisional agreement reached on 10 June 2026 during the first and final informal trilogue on the targeted amendment of the market stability reserve (MSR2) for the new EU emission trading system for the buildings, road transport and additional sectors (EU ETS2).The agreement aims to ensure a smooth launch of the EU ETS2 in 2028 by strengthening its market stability reserve. The amended MSR2 Decision will allow for all allowances to stay in the MSR2 beyond 2030 for possible future release in case of excessive carbon price increases or abrupt price fluctuations in the ETS2. The final text also includes provisions on the use of ETS2 auction revenues by the Member States, giving priority to climate and energy-related purposes and measures addressing the social impacts of ETS2, including contributions to Social Climate Plans. In addition, the Commission's reporting obligations are specified further and the Commission committed to assess, by October 2027, the application of ETS2 and the adequacy of measures protecting vulnerable households.Source : © European Union, 2026 - EP
On 6 July 2026, ENVI and AGRI Members held a joint exchange of views on two draft reports on proposals under the Food and Feed Safety simplification package. These two proposals seek to make EU food and feed safety rules simpler and more efficient while maintaining high standards for human and animal health and environmental protection. The proposals amend rules on plant protection products (PPPs), allowing the application by drones and accelerating the approval of biocontrol substances. They introduce unlimited approval periods for active substances in PPPs and biocidal products as well as feed additives, and simplify rules on hygiene, official controls and certain requirements concerning transmissible spongiform encephalopathies. They also strengthen maximum reside levels (MRLs) rules by prohibiting imports of food containing residues of the most hazardous pesticides and revising import tolerances. The co-rapporteurs broadly welcome the package, supporting drone use where risk is equivalent or lower, faster approval of biocontrol and low-risk substances, stronger mutual recognition of product authorisations and extended grace periods. They also call for fairer MRL rules, simpler hygiene and feed additive requirements, and harmonised analytical guidelines.Source : © European Union, 2026 - EP
On 6 July 2026, ENVI Members voted on the report on the proposal to amend the Carbon Border Adjustment Mechanism (CBAM) Regulation. The Commission proposal extends the scope of the CBAM from 1 January 2028 to around 180 downstream steel- and aluminium-intensive products, including machinery and appliances, while introducing new anti-circumvention measures and simplifying certain provisions for trading partners. It also establishes new rules on the recognition of equivalent carbon pricing systems and trade facilitation measures. 1374 amendments were tabled in ENVI, resulting in 15 compromise amendments. Following the vote in ENVI, the plenary will vote on Parliament's mandate in September in view of inter-institutional negotiations during the Irish Council Presidency.Source : © European Union, 2026 - EP
